Call voice quality  [29/6/2010 00:11:20]

I have a small set up for dialing in USA.
I have VOIP connection and adapter PAP2.
the question is that when i surf sites or upload or download the voice starts breaking on call. why does this happens. How can i stop this and do both surfing and calling at same time

Or different codec, or QoS.
